Digital Transformation in Outsourcing Projects

​Our General Directorate has implemented the monitoring information system developed within the framework of the Turkey Sustainable Landscape Integration Project (TULIP) to manage the tracking of the physical and financial implementation of externally funded projects sustainably. This innovative system was developed using the TULIP monitoring methodology, and the monitoring processes in outsourcing projects are carried out online, which increases efficiency.

The monitoring information system developed within the Forest Information System (ORBIS) has dense map layers and processes all financial expenditures, purchases, physical implementation, and beneficiary records made within the project in a digital environment.

Integrated and web-based structure

The system manages the physical and financial monitoring processes comprehensively and has an integrated structure. In addition, all activities carried out within the project are recorded in detail for each beneficiary, which creates both an institutional memory and a reliable data infrastructure for future analysis.

The system integrated with ORBIS components enables project monitoring using ORBIS map layers and other databases. This makes efficient use of existing mapping infrastructures and geographic data of the project areas and makes spatial analysis processes more efficient.

The system provides benefits such as cost savings, real-time data tracking, transparent and auditable processes, and integration with the ORBIS map.

This innovative monitoring information system, developed by our Directorate General using the TULIP monitoring methodology for externally funded projects, not only strengthens institutional sustainability but also supports digitalization and data-driven decision-making processes in forest project management in Turkey. The aim is to adapt the monitoring information system to more complex projects and integrate it with international monitoring standards in the future.​​
