Avrupa Birliği'nin İklim Değişikliğine Uyum Hibe Programı kapsamında yürütülen "İstanbul Orman Bölge Müdürlüğü'nde Toplumsal Uyuma Yönelik Orman Ekosistem Hizmetleri" Projesi çerçevesinde, 13-17 Mayıs 2025 tarihlerinde İspanya'nın Katalonya bölgesine bir teknik ziyaret gerçekleştirildi. Ziyaretin amacı, İstanbul, Kırklareli, Tekirdağ ve Edirne illerini kapsayan İstanbul Orman Bölge Müdürlüğü sınırlarındaki ormanların iklim değişikliğine uyumunu destekleyecek doğa temelli çözümler ve ekosistem hizmetlerine ilişkin Avrupa düzeyindeki iyi uygulamaları yerinde gözlemlemekti.
Program kapsamında, Katalonya Özerk Yönetimi Orman ve Arazi Yönetimi Genel Müdürlüğü, Ormancılık Bilimi ve Teknolojisi Merkezi (CTFC) ile Ekolojik Araştırmalar ve Ormancılık Uygulamaları Merkezi (CREAF) gibi önde gelen kuruluşlarla çeşitli teknik toplantılar ve arazi ziyaretleri düzenlendi. Katılımcılar, Collserola ve Solsona bölgelerinde yangın yönetimi, çok işlevli orman kullanımı, su kaynaklarının korunması, odun dışı orman ürünlerinin değerlendirilmesi, kentsel-orman ilişkileri ve vatandaş bilimi gibi konularda uygulamaları yerinde inceledi.
Teknik ziyarete; İstanbul Orman Bölge Müdürü Sayın Zafer Derince Orman Genel Müdürlüğü Ekosistem Hizmetleri Değerlendirme Şube Müdürü Ahmet Şekercan, Orman Yangınlarıyla Mücadele Şube Müdürü İkram Çelik, İstanbul Orman İşletme Müdürü Mahmut Ferhatoğlu, Orman Mühendisleri Odası İstanbul Şube Başkanı Cafer Akdeniz, Orman İşletme Müdür Yardımcısı Fatih Mutlu Koçak , KDM Şefi Bilge Güven, Orman İşletme Şefleri Gülşah Sezgin, Neslihan Çelik ve Müge Aslan Özoğul ile Proje Koordinatörü Gözde Güldal Karataş katıldı. Ayrıca, Doğa Koruma Merkezi (DKM) Yönetim Kurulu Başkanı Uğur Zeydanlı ve Proje Asistanı Esra Ergin Erdoğmuş ile proje ortağı IUCN Avrupa Bölge Ofisi'nden Doğa Temelli Çözümler Ekibinden María Núñez Rodríguez de heyete eşlik etti.
İspanyol kurumlar adına ev sahipliğini, Katalonya Orman Genel Müdürlüğü'nden Jaume Minguell, CTFC'den Mireia Pecurul Botines ve CREAF'tan Josep María Espelta üstlendi.
Teknik gezi, Türkiye ile Avrupa'daki ormancılık aktörleri arasında deneyim paylaşımını güçlendirmekle kalmayıp, İstanbul ormanlarının gelecekteki yönetimi için de kıymetli ilham kaynakları sundu.
Istanbul Forests and Social Adaptation Project: Sharing International Experience on Climate Adaptation through a Technical Visit to Spain
Within the scope of the project titled “Forest Ecosystem Services for Social Adaptation in the Istanbul Regional Directorate of Forestry", carried out under the European Union's Climate Change Adaptation Grant Program, a technical visit to Catalonia, Spain was conducted between May 11–16, 2025. The aim of the visit was to observe on-site the best practices in Europe related to nature-based solutions and ecosystem services that support the adaptation of forests to climate change within the boundaries of the Istanbul Regional Directorate of Forestry, which covers the provinces of Istanbul, Kırklareli, Tekirdağ, and Edirne.
As part of the program, various technical meetings and field visits were organized with leading institutions such as the Directorate General for Forest and Land Management of the Autonomous Government of Catalonia, the Forest Science and Technology Centre of Catalonia (CTFC), and the Centre for Ecological Research and Forestry Applications (CREAF). Participants examined practices in the Collserola and Solsona regions on topics including fire management, multifunctional forest use, water resource conservation, non-timber forest products, urban-forest relations, and citizen science.
The technical delegation included Ahmet Şekercan, Valuation Branch Manager at the General Directorate of Forestry Ecosystem Services; Zafer Derince, Regional Director of the Istanbul Regional Directorate of Forestry; Mahmut Ferhatoğlu, Forest Management Manager at the Istanbul Regional Directorate of Forestry; İkram Çelik, Forest Fire Fighting Branch Manager at the Istanbul Regional Directorate of Forestry; Bilge Güven, Cadastre and Property Chief at the Istanbul Regional Directorate of Forestry; Fatih Mutlu Koçak, Assistant General Manager at the Istanbul Regional Directorate of Forestry; Cafer Akdeniz, President of the Istanbul Branch of the Chamber of Forest Engineers; Gülşah Sezgin, Neslihan Çelik, and Müge Aslan Özoğul, Forest Management Chiefs at the Istanbul Regional Directorate of Forestry; and Gözde Güldal Karataş, Project Coordinator at the Istanbul Regional Directorate of Forestry. Also joining the delegation were Uğur Zeydanlı, Chair of the Board at the Nature Conservation Centre (DKM); Esra Ergin Erdoğmuş, Project Assistant at the Nature Conservation Centre (DKM); and María Núñez Rodríguez from the Nature-based Solutions Team at IUCN EURO, a project partner.
On behalf of the Spanish institutions, the hosts were Jaume Minguell from the Catalonia Forest Directorate General, Mireia Pecurul Botines from CTFC, and Josep María Espelta from CREAF.
This technical visit not only strengthened the exchange of experiences between forestry stakeholders in Turkey and Europe but also provided valuable inspiration for the future management of Istanbul's forests.
